Dataset (draft)
Phone and broadband coverage: dataset
Ofcom’s predicted mobile and broadband coverage for each pilot council.
These are Ofcom’s predictions of normal coverage, not live outages, and not a guarantee for any address. In an emergency call 999 or 112. Phones when the network is down.
What it is
Ofcom’s Connected Nations figures for each pilot council: predicted 4G mobile coverage indoors and outdoors from the four mobile networks, gigabit-capable broadband, and premises that cannot get decent broadband. The data date is January 2026 (Ofcom’s Connected Nations update, Spring 2026). The CSV covers all 361 UK local authorities in Ofcom’s files.

By network, nation level
Ofcom publishes coverage for each named network only for the UK and each nation, not for councils.
| Area | All four | EE | O2 | Three | Vodafone | None |
|---|---|---|---|---|---|---|
| UK | 91% | 97% | 95% | 97% | 97% | 0.3% |
| England | 91% | 97% | 96% | 97% | 97% | 0.3% |
| Scotland | 92% | 96% | 96% | 98% | 98% | 0.3% |
| Wales | 87% | 95% | 93% | 96% | 96% | 0.8% |
Method
- Figures are copied from Ofcom’s local authority files without adjustment. Where a cell is blank and the other figures for that measure add up to 100%, we show it as 0%. Mobile figures count a network when its predicted signal meets Ofcom’s thresholds (for 4G, −105 dBm outdoors and −95 dBm indoors).
- “Decent broadband” is Ofcom’s measure: at least 10 Mbit/s download and 1 Mbit/s upload, from a fixed line or fixed wireless. Ofcom explains how premises without it can request a decent broadband connection; whether a home qualifies depends on more than this figure.
- The map file joins these figures to simplified ONS council boundaries for the 20 pilot councils.
Limits
- These are predictions from the networks’ own models. Real signal varies with buildings, weather and handsets.
- They show normal coverage, not outages. We have not found an open live feed of mobile network outages; check your network’s own status page.
- Ofcom’s mobile files for this release go down to council and constituency level only, so we cannot map coverage street by street. Use Ofcom’s coverage checker for an address.
